With girls there is still the safety consideration however, legs are much easier to shave than a face. For that reason, most girls can start with a disposable razor.
I prefer disposable razors for my daughter (and myself) because they give a close shave, they can be switched often to ensure a clean blade, and often have balm or lotion on the razor head to smooth while you shave.

This disposable bikini shaver is a great option for teen girls (and moms). It is battery operated and waterproof. It has a safety guard but even the exposed shaver isn't very sharp. We have this razor and it lasts forever.
You could use it on legs as well but honestly the Gillette Comfort glide is just so much better for legs and arms that we have both. The price point is very inexpensive for what a great "electric bikini shaver" this is.
